How to use your NDIS Core Funding for community access and participation

If you have ever looked at your NDIS plan and thought "can I actually use my Core funding for this?", you are not alone.

NDIS Core Funding is one of the most flexible parts of an NDIS plan, but it is also one of the most misunderstood. This is especially true when it comes to community access and social participation.

Here is a plain-English breakdown so you can use your funding confidently and get the most out of your plan.


What is NDIS Core Funding?

Core Funding is designed to support participants with everyday life and participation. It is flexible and can usually be used across different support types, as long as it aligns with your goals.

Core Supports are divided into four categories:

  • Assistance with Daily Life - support with everyday tasks such as personal care, cooking, cleaning, and home routines

  • Consumables - everyday disability-related items such as continence products, low-cost assistive technology, or sensory supports

  • Transport - funding to help you get to work, appointments, programs, or community activities

  • Assistance with Social and Community Participation - the category most commonly used for community access, group programs, outings, and social supports


What does community access actually mean?

Community access is about being involved in everyday life outside the home in ways that build confidence, independence, and social connection.

This can include:

  • Attending NDIS social groups or day programs

  • 1:1 support to get out into the community

  • Building skills like ordering food, catching public transport, or navigating public spaces

  • Participating in classes, workshops, or hobbies

  • Going to events, activities, or social outings

  • Transport to and from community activities

It is not just about going out. It is about learning how to participate and feel comfortable in the community over time.

How Core Funding is used for community access

When you use Core Funding for community access or participation, you are generally paying for support worker time.

This might look like:

  • One support worker supporting one participant

  • Shared support across a small group setting

  • Transport provided by a support worker

The support worker hours are billed under Core Supports, specifically the Assistance with Social and Community Participation category.


A real example

Say your teenager attends a social group one day a week. They are in a small group with a 1:2 support ratio. The support worker cost is billed to Core Funding and shared across participants, which makes group programs more cost effective while still providing meaningful, quality support. No separate approval is needed as long as the support aligns with the goals in the plan.


Do you need special approval to use Core Funding for community access?

In most cases, no.

Core Funding can generally be used as long as:

  • The support aligns with the goals in your NDIS plan

  • It is disability related

  • It is delivered by an appropriate provider

  • It fits within NDIS pricing guidelines

If your plan goals include things like community access, social participation, independence, or life skills, Core Funding is generally the right fit.

If you are unsure, a plan manager or support coordinator can confirm this before you start.


Tips for getting the most out of your Core Funding

  • Check your plan goals - make sure they mention community access, social participation, confidence, independence, or community involvement

  • Use a mix of supports - many participants start with 1:1 support and move into group programs as confidence grows

  • Choose the right environment - small, structured groups are often more successful than large, busy settings for neurodivergent participants

  • Track outcomes - progress notes or simple examples of growth can help support future plan reviews

  • Ask questions - a good provider should be able to clearly explain how supports are billed and why they fit your plan
